Description

The frame appears to be getting skipped entirely, but the timing for the frames on either side of them is correct, ie: if frame 10 is skipped, frame 9 and 11 still match the working case, so the overall duration is correct there is just no output for frame 10.

Steps to Reproduce
  1. Create a level sequence that is 75 frames long.
  2. Create a Time Dilation track which is keyed at .35 at the first frame, and at .7 on frame 64. 
  3. Configure the file name format to use {frame_number_rel}
  4. Render with 2 temporal sub-samples.
  5. Note that certain frames are skipped in output.
  6. Render with 1 temporal sub-sample
  7. Note that the frames are not skipped.
