Curl Noise values on water body actors causes the shore to appear broken

Water is new so I marked this not a regression
This is worse in a Lake and River actors, Ocean kinda looks okay but also might need to be looked into

1. Open the Editor and Enable the Water Plugin
2. Restart the editor (will need to build the project after enabling if in Source)
3. Place a Landscape (Modes>Landscape)
4. Enable Edit Layers, Select LayersPreview_Landscape as the material and select create
5. Change mode back to select and place in a Water Body River actor
6. Select the River, in the details panel look for Curl Noise
7. Set the values to .2 (or as high as 5)
   Result: Landscape around the water has deep pockets and doesn't look like it should be this way
   Expected: Visually doesn't have deep pockets and curls as intended

I am not able to find world outliner how to enable it?
