Navigating the Editor on Linux with a Wacom Tablet is difficult

Movement is quite sporadic and jumpy when using a Wacom Tablet to navigate the Editor on Linux. The Editor pans and zooms in and out really quickly with the slightest of movements.

This was reported and tested on 4.18.3 (CL-3832480). This was reproduced on 4.19.2 (CL-4033788), 4.20.2 (CL-4302132), and Main 4.21 (CL-4344452).

1. Hook up a Wacom Tablet to the computer
2. Open the UE4 Editor and create a blank project
3. Navigate the Viewport and the Blueprint Editor with the Wacom Tablet

Results: Viewport rotates either straight up or down with very minimal movement and cannot be corrected without switching to a mouse. Using the Blueprint Editor has similar issues as any small movement to pan the view causes the graph to move far away

Expected: Navigation with a Wacom Tablet doesn't have sporadic movements
