This is reproduced in Win10 Enterprise with Korean system locale, Korean(Korean)
1) Create a new material, open it
2) Activate Platform Stats
3) Select Android > Vulkan
4) if the message that mali offline compiler is missing, go to set it up with v6.4
Expected: The material is compiled and shows result from it
Result: It is stopped with build error
