This only occurred with vulkan.

Steps to Reproduce
  1. Open QAGame editor
  2. Create a new landscape
  3. Select the place mode tab and then select the landscape
  4. In the landscape's details, enable "Enable Layer System"
  5. Select yes on the prompt
