Screen aligned particles with very low velocity will squash in 4.23+ (No squashing in 4.22)

Confirmed in 4.25 MAIN at CL 10333042

Steps to Reproduce
  1. Create New Cascade Emitter
  2. In 'Required' Module - set Screen Alignment to PSA Velocity
  3. Set Initial Velocity to ~3

Result: Particle will be squashed until velocity is increased.
