Enabling "Restore Open Assets Tabs on Restart" doesn't reopen asset tabs when opening a project .
Found in 4.24 CL#10570792
Reproduced in 4.25 CL#10719465
1. Open a project.
2. Enter Editor Settings->Loading & Saving->Enable "Restore Open Asset Tabs on Restart".
3. Open a bunch of assets.
4. Close & reopen the project.
Results: The tabs left open don't reopen on project launch.
Expected: The tabs left open reopen on project launch.
