When Ribbon Data in a particles system that is following is scaled in an instance the ribbons scale appropriately, but they don't follow updated location of their source particles. See the attached gif.
This is similar to this ticket.

1. Create Particle System that has Ribbon Data and follows source particles that are orbiting a point. Make sure to enable "Use Local Space" in both Required modules.
2. Add a particle system component in a blueprint.
3. Set the Template to the Particle System you created.
4. Scale the component to 0.2f or 1.5f in the X, Y, Z.
Result: The ribbons don't follow their source particles.
Expected: The ribbons follow their source particles.
