WebM video format skips frames when seeking from code

Playing a video in the engine that is WebM format, results in skipped frames. This does not happen with other video formats supported in the engine. Attached are links to the WebM  videos used to test.

1. Set up a material to play a video using a Media Player and associated Media Texture asset
2. Load a WebM video in the Media Player.

Result: The video is skipping frames 

Expected: The file to playback at a consistent frame rate.
